Change to CORE_01 Coverage 2 acquisition window for Finland

Further to a recommendation from EEA, the constraint for Finland Coverage 2 acquisition has been relaxed to image the country 3 weeks (instead of 6 weeks) away from the Coverage 1 acquisition windows.
