Data Access Portfolio

The Data Access Portfolio Document defines the datasets that are made available to the GMES Services in response to their requirements, for a certain period of time. It is based on agreements with the GMES Contributing Mission Entities (GCMEs). The document describes the datasets and the conditions (i.e. data licensing, ordering mechanisms, product types available, delivery timelines, data access mechanisms) under which they are accessible, as well as the available quotas for each GSP within on-demand datasets.

The DAP V1 was the offer for the 2008-2010 Grant Phase; the data are accessible to the users that have signed the applicable license at the time. Two datasets were transferred to the second phase and are still available today (DAP_MG2-3_01/CORE_02 and DAP_MG2_25/CORE_10); others for access to systematic missions are still valid; see DAP V2 for the details.

The DAP V2 is the offer for the second phase of the GSC Data Access (June 2011- May 2014), in response to the Data Warehouse requirements. In Issue 2 Version 7  quotas have been adjusted following EC revision

The DWH offer is categorised into two types of datasets:

Add Datasets

This is the flexible on-demand part of the DWH offer. This approach is assumed flexible enough to accommodate further additional requirements or specific requirements which are not covered by the CORE datasets and not known in advance. As for the CORE datasets, these ADDITIONAL datasets are expected to fulfil the needs of

• existing FP7 projects until their termination not covered by the CORE datasets
• the operational services to be initiated under GIO over the post 2010 period and
• other activities within FP7 to be launched in the continuation of current FP7 projects

While the specifications of the CORE datasets are well known in advance and detailed in the DAP document, the ADDITIONAL datasets represent a large volume of EO data classified by resolution type to cover GMES user flexible specifications, e.g. geographical area, processing levels, lead times, delivery mechanisms etc. ADDITIONAL datasets are handled via bulk agreements with data providers for the delivery of data within a financial envelope, and EC will assign predefined quotas to GMES Services Projects together with periodic (6-monthly or annual) revision.

Status of quota consumption for each ADD dataset can be monitored via the dataset status documents updated monthly on the “GSCDA Data Provision Status” section of the portal.

CORE Datasets

This is the fixed part of the DWH offer: there datasets are typically pre- defined large datasets, covering the needs of

• existing FP7 projects until their termination
• the operational services to be initiated under GIO and
• other activities within FP7 to be launched as the continuation of current FP7 projects. It is also enlarged to take account of common needs of further user communities

Status of the coverage achievement for each dataset can be monitored via the CORE dataset status document updated monthly on the “GSCDA Data Provision Status” section of the portal.
